NEXT WEEK: Legislative Hearing on Bipartisan Cyber Incident Reporting Bill
(WASHINGTON) – On Wednesday, September 1st, the Subcommittee on Cybersecurity, Infrastructure Protection, & Innovation, chaired by Rep. Yvette D. Clarke (D-NY), will hold a virtual hearing on her draft bipartisan bill, the Cyber Incident Reporting for Critical Infrastructure Act of 2021. The legislative hearing will be an opportunity for Members to receive input from stakeholders and industry leaders on the bill draft. “Since I became Chair of this Subcommittee, we have seen one devastating cyberattack after another against our nation’s critical infrastructure – from SolarWinds to Colonial Pipeline, JBS, Kaseya, and others. In the many hearings, briefings, and oversight that followed, we consistently heard that the Federal government – and CISA in particular – needs better situational awareness about where, when, and how these attacks are happening. With better information, CISA will be able to detect malicious campaigns early, help owners and operators defend their networks, and understand long-term trends in adversary behavior. Without it, CISA – and the Federal government as a whole – will continue flying blind in the face of escalating cyber threats,” said Congresswoman Clarke. “That is why, for the past several months, I have worked closely with critical infrastructure stakeholders, as well as Ranking Member Katko, on bipartisan legislation to require covered critical infrastructure entities to report certain cyber incidents to CISA. This bill would direct CISA to work with stakeholders to craft requirements that are tailored to get CISA the information it needs to understand the cyber threat landscape – while also preserving CISA’s long-standing voluntary partnerships.”

This legislation strikes the right balance of carrots and sticks to close the centralized visibility gap around cyber incident reporting and provides CISA the needed visibility to protect our nation’s critical infrastructure and federal networks. I thank Chairman Thompson and Subcommittee Chairwoman Clarke for their partnership and work on this important issue.”
