TOMORROW: Markup of Resolutions of Inquiry on Cyber Workforce Hiring Freeze, DOGE Security Lapses and Trump’s Homeland Security Grant Funding Freeze

(WASHINGTON) – Tomorrow, the House Committee on Homeland Security will markup H.Res. 113 and 114 – Resolutions of Inquiry sponsored by Ranking Member Bennie G. Thompson (D-MS) which direct Homeland Security Secretary Kristi Noem to provide the Committee with all information pertaining to:

  1. the impact of President Trump’s Federal hiring freeze on the cyber workforce as well as any of the security policies related to providing DOGE – including Elon Musk and his minions – access to DHS information systems and;
  1. security assessments associated with President Trump’s efforts to freeze payments of critical homeland security grant programs – which support first responders, provide security funding to houses of worship, and assist towns and cities secure their networks.

BACKGROUND: A Resolution of Inquiry is a legislative tool that has privileged parliamentary status, meaning it can be brought to the floor if the relevant Committee has not reported it within 14 legislative days, even if the House Majority has not scheduled it for a vote.  Once introduced, the Committee must schedule a markup to consider and debate the measure and vote on whether to report it to the house favorably or unfavorably.  If the Committee does not act, it can be called up on the House floor and voted upon by the full House of Representatives.
